Is Your Job Information Sheet Prepared for Infrastructure Projects?

Construction-oriented credit professionals typically craft a job information sheet to capture job information on privately owned pieces of property to preserve their company's right to file a mechanic's lien. They are looking to capture a physical address of a piece of property that their materials, services or labor are going to improve.

But many of the infrastructure projects like roads, bridges, dams, etc., will not have a physical address. The description of the scope of work is contained in the General Contractor's payment bond, and it is needed for many of the upcoming infrastructure projects. Yes, while obtaining a copy of the payment bond is of utmost importance, it is not always easy.

On many infrastructure projects there will be a Civil Engineer who is in charge of conceiving, designing and supervising infrastructure projects. They are often a non-partisan party and are privy to and usually will provide a copy of a payment bond when asked.

Another factor to note is that a Public/Private/Partnership is commonly referred to as a P3. Typically, with a P3 project, a public works project is funded with private investment money. Some reports say P3s were mentioned 44 times in the Infrastructure Act. Some states have passed legislation that if the project is a P3, the General Contractor is required to post a payment bond. But other states do not require the General Contractor to post a payment bond. For federal projects that fall under the Miller Act, the federal government has no legislation in place that requires the General Contractor to post a payment bond on P3 projects.

Job information sheets should be reviewed and updated if needed to assure the credit department has the information needed to secure their infrastructure job accounts.
